EXECUTIVE SUMMARY
While the initial four SAP recommendations are addressed, UmRio should consider
additional strategies to enhance its impact on climate change resilience for favela
residents as it looks to an ever-evolving future. Solar energy installations can help
alleviate the suffering from extreme heat that residents face while also providing stable
access to consistent energy, which residents currently lack at least once a month due to
extreme weather and usually for several days at a time. A local composting and waste
separation initiative could help reduce local waste and pollution and create a
community garden while also addressing residents' concerns regarding future waste
pickup, as the area is currently dominated by gangs who increasingly control access to
the area. Once UmRio can evaluate what initiatives are providing the best solutions, it
could leverage its strong reputation and partner organizations to create a Living Lab
within Morro do Castro that will provide near real-time information and intersections
between research groups and residents regarding the most effective initiatives and
interventions.
Collaboration, education, and a culture of empowerment will be critical to
implementing the SAP recommendations. Hiring a Climate Change Resilience
Coordinator to execute initiatives, seek innovative partnerships, engage stakeholders,
and promote a sustainability culture will ensure that the residents can adapt to a
changing climate that disproportionately affects people living in favelas.
UmRio's mission is to promote social justice and reduce inequality for favela residents.
This SAP can be a crucial part of helping them execute their vision within Morro do
Castro and beyond.
